Stormwater and Site Work: The Costs Coastal Projects Underestimate
Vertical construction is relatively predictable. Site work is not. On coastal sites, the delta between a good site and a difficult one can exceed the cost of an entire building system.
Why coastal sites are different
Three conditions drive most of it:
- **High water table.** Shallow groundwater complicates excavation, utility trenching, foundations, and any below-grade work. Dewatering is a real line item.
- **Poor bearing soils.** Soft or organic soils may require undercut and replacement, surcharge, ground improvement, or deep foundations.
- **Flat topography.** Little natural fall means engineered drainage, more structures, and often more fill to create positive slope.
Stormwater consumes land and budget
Stormwater management is not just pipe. It is detention volume, water quality treatment, outfall, and the land those things occupy. Common cost and yield impacts:
- Detention ponds or underground storage reduce developable area
- Water quality requirements may add a treatment component beyond volume control
- Outfall location and downstream capacity can force a longer, deeper system
- Maintenance access and easements consume additional land
Test this early. A site that yields well on a napkin sketch can lose meaningful buildable area once detention is laid out correctly.
Fill and elevation
Where finished floor elevation must sit above base flood elevation, the fill volume required is a direct function of existing grade. Price it properly:
- Volume in cubic yards, from actual topographic survey and proposed grades
- Material type — structural fill is not the same price as common fill
- Haul distance and current trucking rates
- Compaction, testing, and settlement time
- Slope transitions, retaining, and driveway grades at the property line
Settlement time is a schedule item. Surcharge programs can take weeks or months before you can build.
Utilities
- Distance to the connection point, not just the property line
- Depth of the sewer main and whether gravity service is possible
- Lift station requirement, and who maintains it afterward
- Water main size and available fire flow
- Dry utility coordination, which often lags and delays certificate of occupancy
Site work line items owners forget
- Erosion and sediment control, installed and maintained for the whole duration
- Construction entrance and tracking pad
- Temporary access and haul roads on soft ground
- Tree protection fencing where protected trees exist
- Dewatering and discharge permitting
- Restoration and final stabilization after the building is complete
How to price it without guessing
- Get borings before you set the budget
- Get a preliminary grading and drainage concept before you lock yield
- Ask the civil engineer for a quantity takeoff, not a percentage
- Get unit prices for undercut, structural fill, and rock in the bid
- Hold a site work contingency separate from the building contingency
The scheduling consequence
Site work sits at the front of the critical path. A four-week delay in stabilization is a four-week delay in everything downstream, and it carries general conditions, interest, and insurance with it.
