Small Infill and Accessory Dwelling Projects: Where the Money Actually Goes
Infill lots and accessory dwelling units look attractive because the total dollars are small. The trap is that cost per square foot rises sharply as project size falls, and the fixed costs do not scale down.
Fixed costs do not shrink with the building
Survey, geotech, design, permits, tap and impact fees, utility connections, temporary facilities, insurance, and mobilization cost roughly the same on an 800 square foot unit as on a 2,500 square foot house. Spread across less area, cost per square foot climbs.
Model the project in dollars, never in dollars per square foot borrowed from a larger comparable.
Check what the zoning actually allows
Before anything else, verify:
- Whether an accessory dwelling is permitted by right on this parcel
- Maximum size, height, and separation requirements
- Setbacks, including from an alley or rear lane
- Lot coverage and impervious surface limits
- Parking requirements
- Owner-occupancy requirements
- Short-term rental rules, which are frequently the deciding factor on returns
Assumptions here are the single most common reason a small project stalls.
Utilities can dominate a small budget
On an infill or accessory unit, the utility scope is often disproportionate:
- Separate meters versus shared service, and what the utility permits
- Sewer connection depth and whether gravity service works
- Distance from the tie-in point across a finished yard
- Tap and capacity fees, which can be a significant share of a small budget
- Electrical service upgrade to the primary structure to support the new load

Access and staging
Small urban lots have real logistics costs:
- Where does material get delivered and stored?
- Can a concrete truck or crane reach the work?
- Is street closure or a right-of-way permit required?
- What protection is required for the existing structure and neighboring property?
- What tree protection applies, and does it restrict equipment paths?
Every one of these becomes a line item or a delay.
Design efficiency is the biggest lever
On small buildings, plan efficiency drives cost more than finish selections. Watch:
- Number of plumbing wall locations — cluster them
- Roof complexity and number of planes
- Foundation perimeter relative to enclosed area
- Number of corners and exterior wall length
- Standard material dimensions to reduce waste and labor
A simpler rectangle with good detailing routinely outperforms a complicated plan with cheaper finishes.
Contractor availability
Many quality contractors do not want small projects, and the ones who do may be running many simultaneously. Vet for:
- Actual current workload and supervision availability
- Whether the same person who sold the job will run it
- References from projects of similar scale, not larger ones
- A schedule with named milestones and consequences
Evaluating the return
Build the pro forma with the real numbers: total project cost including all soft costs and fees, realistic schedule with carry, and conservative rent or value assumptions verified against actual comparable properties. Then test whether the project still works if cost rises ten percent and revenue falls five.
