Owners buying in a historic district often price the renovation like any other project and then discover that both the approval path and the construction methods are different.

Understand which controls apply

Several layers can apply at once, and they are not the same thing:

Review is about the exterior and the public realm

Design review generally focuses on materials, proportions, window and door patterns, roof form, siting, and how the work reads from the street. Interior work is usually less constrained unless the structure or protected features are involved.

  • **Systems.** Retrofitting mechanical, electrical, and plumbing through existing structure without damaging protected fabric costs more per unit than new construction.
  • **Envelope.** Repair-in-kind of historic windows, siding, and trim is skilled labor with a limited pool of qualified subcontractors.
  • **Abatement.** Lead and asbestos in pre-1980 buildings, with disposal and clearance requirements.
  • **Flood compliance.** Where substantial improvement thresholds are triggered, compliance obligations can escalate the entire scope.

The substantial improvement threshold

This is the item that most often turns a renovation into a different project. When improvement cost reaches a defined share of the structure''s value, full flood compliance can be required, which may mean elevation or major structural work. Determine early whether your scope approaches that threshold, because the answer changes both design and budget.

Contracting approach

For a renovation with unknown existing conditions, a rigid lump sum forces contractors to price uncertainty as contingency you cannot see. Cost-plus with a guaranteed maximum after exploratory demolition, or a phased approach with an early investigation package, often produces a better result for both sides.

A realistic sequence

  • Pre-application conversation with staff before design begins
  • Existing conditions documentation and exploratory demolition
  • Design against known conditions
  • Design review submission, with a deferral contingency in the schedule
  • Building permit and any required alternative compliance approvals
  • Construction with a contract structure that handles concealed conditions
